I think it's only through regularly reassessing your website that you can guarantee its effectiveness and attractiveness.
My personal recommendation: work toward a website refresh every 2-3 years (depending on the needs of the non-profit or small business). I have discovered that this change interval allows for a decent level of consistency for the end-user, but also gives the web designer time to see what design changes will provide the most impact and value for the brand.
